Totally misread your #1 question. If they haven't played a game, they can't be bid on. If they have played a game they can be bid on. If they are under the prospect limits and have played a game, you may still bid on them but they do not count as your prospects.

I think I'm getting confused by the language here. If we define a player who has not played any major league games as a prospect, a player under the limits defined in the rules as a rookie, and everybody else a veteran, is the following true:
Prospects may only be added via the draft. Rookies and veterans may be added via free agency.
What am I missing?

Rookies and veterans will count against the cap immediately after signing where prospects will not until they are called up.

I think they are referring to signing a prospect in free agency, because he would not be entitled to a Prospect contract ($1/6 years) , his signing would have to follow the same free agency rules. Or are you saying that even if we sign a prospect in free agency, his contract still doesn't count towards the cap ?

Nope. Seeing as we have salaries, managers won't be able to stream pitchers like they can in leagues without salaries so it should not be an issue.

Have we established a guideline on how Darvish/Cespedes will be handled?
If Darvish signs, are we going to have him be the first free agent we deal with? My understanding is that since he won't have played a game, he won't be eligible for our MLB draft, right?

That's my understanding. Neither will be available via free agency until they play their first MLB game.

Quality Starts: are we using MLB's statistical definition of 6 innings, 3 ER? I play in another league that counts a QS as 6+ innings, 3.00 ERA or lower, which seems to be a bit higher quality than the standard 4.50 ERA.
