I'm not sure if this is correct, but the constitution seems to permit a drop at any time. The regulation is that you have to pay half of the remaining contract in the current season.
-12d. Releases from Contract --12d1. If a Fake Teams organization chooses to release a player from their contract, that organization would be responsible for half of the remaining contract cost. --12d2. That penalty will count in full against the current season's salary cap. --12d3. Should releasing a player from their contract force a team over the salary cap, they will not be able to release the player from their contract at that time.

That is correct. By releasing him midseason, you save half of his salary cap (as calculated above). $6 million still counts against his cap, but he can use the other $6 as he wishes.
