CRAP! I was hoping Bogaerts would fall to me. Man, you and me both Jason. I snagged him in round 6 of my 20 team draft like 2 months ago. Apparently word is getting around that his upside is insane.

It's a pretty common saying among followers of prospects, certainly a bit of an overly broad one, but it refers to the volatility and high attrition rate for pitchers. It's WAY more difficult to accurately predict future performance for pitchers than batters. Even when highly-regarded prospects make the majors, it often takes them a couple of years to really figure it out, so, fantasy-wise, investing heavily in young pitchers can be more trouble than it's worth.
Homer Bailey is a perfect example. He was considered the top prospect in baseball a few years ago, and he's never quite been able to put it together at the highest level.

Anybody high on Adrian Cardenas, 2B prospect in the A's organization? He was at my Thanksgiving dinner yesterday, and I vaguely knew that he was a decent-hitting, low-power, average-glove middle infielder, but it was pretty nice to hang out and talk to him about baseball in general, sleazy agents, and his chances of making the team next spring. He's in AAA at age 24, just got signed to the 40-man roster, so is pretty excited for his shot in spring training. Just generally a super-nice guy. And he went home with the hottest girl at the party, duh.
