As we enter the free agency period, which will start on Monday 11/5/12, here are some general reminders on the rules for free agency:
1. I will be posting a finalized list of Players Under Contract by Friday, 11/2/12. I have been keeping track of each extension, but it is each owner's responsibility to make sure that each player under contract for their team is on the list.

2. Any player who is not on that list who has appeared in at least 1 game in the Majors is considered eligible for free agency.
3. Should the need arise, players posted by Japanese teams or International Free Agents signed during the offseason who are widely expected to play in the Majors from the signing of their contract will have a determination made on a case-by-case basis. Players who fit these criteria will likely be made free agents, but it is not a guarantee.
BIDDING and WINNING FREE AGENTS
1. All up-to-date salary cap information will be posted by Friday, 11/2/12. You can find this information here:

2. Under no circumstance is an owner allowed to bid more for a free agent than they have cap space currently available. For example, if you have $10 in cap space, you cannot bid more than $10 per year for a free agent if you do not have the cap space. This is true on both an individual and combined basis. It is the responsibility of each owner to know their salary cap levels and adhere to them.
3. Should a bid force a team over the cap if won, that bid will not be considered valid unless a corresponding move occurs prior to the bid. For example, if you want to increase a bid by $1 more, and do not have that cap space available, you would need to find a way to reduce your salary by $1, through either release or trade.
4. Any owner can start the bidding on any player that is still a free agent. To do this, simply start a new thread within the Free Agents sub-board with their name, MLB organization, and position. Please check to make sure that the free agent has not already had a thread started for them.
5. All bids must increase by at least $0.25, and by an increment of $0.25. For example, if the opening bid is $1, the next bid by any other owner must be for at least $1.25.
6. The winner of a free agent is determined when the highest bid has held for 24 hours. Commissioner and administrators will attempt to update them fairly quickly, but once the 24 hour period has passed, the bidding is considered closed regardless of any updates that the commissioner/administrators may or may not have made.
7. The winning bid is the one with the highest average annual value. The years of the contract does not play into determining the winner. For example, a $1.25/1 year contract will win over a $1/3 year contract. It is the dollar amount which is the final determinant.
8. Contract length must be posted with bid.
9. Salary cap post will be updated when free agent bids are processed by Commissioner or Administrators, and all free agent signings will be processed oldest-to-newest based on post date/time.
