I will start to throw together some of the rules in the hopes that we can give people an accurate idea of how everything will work. Please read over all the rules. I will try to accomodate as many people as possible based on how people have been voting in the polls and what was said in the fan post, but unfortunately, I can not possibly please everyone.
These rules are not final and can still be modified if people view something as unfair, or absurd.
Basic League Settings
16 teams, H2H format with an 8 team, 3 round playoff system. League host site will be finalized once everyone joins the league.

7x7 format consisting of the following categories:

Minor League System
The size of any teams minor league system is infinite, however, prospects can only be acquired via the draft. The draft will take place every February (excluding year 1) and will have 5 rounds. The draft order will be determined by the reverse order of the standings in the previous year. The prospect draft is non-snaking, excluding the prospect draft in Year 1. Should any manager fall out of playoff contention and intentionally lose matchups by benching players or not setting lineups, said manager will be put at the end of each round. Prospect drafts will not be snaking.
Players eligible to be drafted are players that are signed by one of the 30 major league organizations, but have never played a game in the Major Leagues. As an example, a player such as Bryce Harper would be eligible to be drafted, but a player such as Jesus Montero would not, as he has already played in a major league game.
Managers will retain the rights to any prospects they own so long as they do not cross the play time limit. These limits are:
250 At Bats's for Batters
100 Inning Pitched for Pitchers
If a player is under these limits and owned by a manager, no manager but the one who owns their rights is allowed to pick up these players to add to their roster.
If a manager would like add one of his own prospects before they reach the limits, they may do so as they please.
If prospects cross the play time threshold, any manager is allowed to pick them up to add to their roster.
During the course of a season, a manager is allowed to add prospects that have not reached the majors. However, they treated as any other player which means they are not protected under the limits.
Draft
The draft will be an offline draft, held on the proboards site and will commence once all managers are signed up and league rules are finalized. It will consist of 20 rounds. The draft order will be determined using FFtoolbox order generator. It sends out an email to all managers after the results have been determined to assure that everyone is aware of what the order is.
Players who have not played in a major league game may not be drafted. (Bryce Harper, Jurickson Profar, ect.) There will be a separate prospect draft with the order once again determined by the FFtoolbox order generator. This draft will be 5 rounds long.
Salaries
There is a max salary cap of $120 per team. Each player is assigned a certain dollar value per season. The max length for a contract is 5 years, the minimum contract is 1 year. The original salaries for players will be determined on draft position. They are as follows:
Round 1 - $15/1year
Round 2 - $12/2
Round 3 - $10/5
Round 4 - $9/4
Round 5 - $8/3
Round 6 - $7/2
Round 7 - $6/5
Round 8 - $5/1
Round 9 - $4/2
Round 10 - $3.5/4
Round 11 - $3.5/2
Round 12 - $3/3
Round 13 - $3/4
Round 14 - $2/1
Round 15 - $2.5/4
Round 16 - $2/4
Round 17 - $1.5/3
Round 18 - $1/2
Round 19 - $1/1
Round 20 - $1/1
All players drafted in the prospect draft will be given a 1$/6 year contract. Their salary will count against the cap once they are called up. If the player is called up and then demoted the contract will still count against the $120 cap.
Re-signing:
1 Year Contract: Add 50% of previous year
1 Year/$10 = 1 Year/$15
2 Year Contract: Add 45% of previous year
1 Year/$10 = 2 Years/$14.50
3 Year Contract: Add 40% of previous year
1 Year/$10 = 3 Years/$14
4 Year Contract: Add 35% of previous year
1 Year/$10 = 4 Years/$13.50
5 Year Contract: Add 30% of previous year
1 year/$10 = 5 Years/$13
This basically gives players incentive to sign longer deals. It would only focus on the previous season so you aren't punished for a long term contract in the previous year.
All contracts will be rounded up to the nearest quarter million.
Free Agents will be auctioned off, meaning every team has the chance to acquire a free agent. As in an auction, the highest bidder wins. However, to win the auction, your bid must stand the highest for at least 24 hours or 1 day. The maximum contract is 5 years.
Minimum Bid is $1, bids are increments of .25
Free Agent Signing Contract Lengths:
You can buy-out a players contract by paying 50% of his total contract.
For example: I have Vernon Wells, and am paying him $10/4 years. That is a total of $40 Million. I could buy him out by paying $20. He would then be whiped off my roster, and becomes a free agent. I would have to have the cap space to be able to do this.
So I would not have Vernon Wells on my roster, but I would still be paying him $20 Million total for the remainder of the season.
If my salaries totaled $80 before the buy-out. My Salaries would total $70 (minus the $10 Million I was paying Wells) + $20 Million I paid to buy out Wells = $90 Million.
To save money, it would be wise to buy-Out players after seasons end. If I wait till seasons end, Vernon Wells would then have a $10/3 year contract, and I would have to pay $15 Million instead of $20 Million to buy him out.
The GM buying out the player is unable to re-bid on this player until the 7 day period has passed.
To extend the $1/6 year contract of prospects, the extension is equal to 50% of the top player's salaries at the position for up to 3 years.
Example: you have Julio Teheran and want to re-sign him once his deal expires. If Roy Halladay is the top paid SP at $20 per year you could re-sign Teheran at $10 for up to three more years.
